cscal 的包裝函式。

參數：

a輸入複數

x輸入 rank-1 陣列(‘F’)，邊界為 (*)

返回：

xrank-1 陣列(‘F’)，邊界為 (*)

其他參數：

n輸入 int，選用

預設值：(len(x)-offx)/abs(incx)

offx輸入 int，選用

預設值：0

incx輸入 int，選用

預設值：1
